Google recently released a new version of their toolbar with a feature called Google Sidewiki.  Sidewiki allows people to publish comments on all websites regardless of whether or not the site has a section for posting comments.  You can learn more about Sidewiki here or here or download the new toolbar for Firefox or Internet Explorer here.
